The Ministry of Manpower (MOM), SkillsFuture Singapore (SSG), and Jobstreet by SEEK in Singapore have announced a strategic partnership to advance career health, beginning with the launch of SEEK Pass. This new initiative enables job seekers to securely verify and share their work credentials, fostering a more efficient and competitive labour market.

The Career Health SG initiative is designed to help workers achieve their career aspirations while enabling employers to access a broader talent pool through skills-first hiring and human capital investment. The initiative aims to boost competitiveness, agility, and resilience in the workforce, aligning with the refreshed social compact outlined in the Forward SG Report.

In response to an increasingly dynamic labour market—where Jobstreet has recorded a 146% increase in job applications per advertisement in 2024 compared to 2023—the Singapore Government is working with key industry players to advance the Career Health SG initiative. Online employment marketplaces, such as Jobstreet, play a crucial role in facilitating job matching and enhancing workforce resilience.

Transforming Digital Credential Verification with SEEK Pass

A key component of this partnership is the introduction of SEEK Pass. By offering job seekers the ability to showcase verified credentials and giving employers access to pre-verified, trusted information, SEEK Pass aims to enhance the hiring process and improve job placement outcomes.

SEEK Pass is integrated with the Careers & Skills Passport (CSP), a digital record of skills, employment history, education, and certifications, which was jointly launched by MOM and SSG in November 2024. Initially, SEEK Pass will verify employment history, with additional features and expanded data coverage planned for future iterations. More details on CSP will be released by SSG at a later date.

To further enhance SEEK Pass capabilities, Jobstreet is partnering with Accredify to enable the verification of educational qualifications from participating universities. This feature will streamline hiring for employers and help candidates stand out in a competitive job market.

“With the surge in job applications in 2024, SEEK Pass addresses the need for efficient hiring processes and empowers candidates to stand out,” said Vic Sithasanan, Managing Director, Jobstreet by SEEK in Singapore.

“Our collaboration with MOM, SSG, and Accredify ensures SEEK Pass is tailored to Singapore’s unique needs and complements innovations like Career Hub, our learning and community platform for career growth and upskilling.”

SEEK Pass was initially launched by Jobstreet’s parent company, SEEK, in Australia, where 80% of employers found pre-verified candidates helpful for faster shortlisting. Now customised for Singapore’s labour market, SEEK Pass incorporates local insights and strategic partnerships.

“SEEK Pass transforms how candidates showcase their qualifications, delivering maximum value to both job seekers and employers,” said Xavier Russo, General Manager, SEEK Pass.

Government’s Commitment to Workforce Development

“The Ministry of Manpower recognises the value of partnering with labour market players to advance the Career Health SG initiative. While the government plays a role in strengthening data infrastructure and creating enabling conditions, we rely on partners like Jobstreet to develop new tools and services that better meet the needs of workers and employers,” said Kenny Tan, Deputy Secretary (Workforce), Ministry of Manpower.

“SkillsFuture Singapore’s partnership with Jobstreet will further enable Singaporeans to actively plan their careers based on an assessment of their own skills. We look forward to leveraging the expertise and reach of private partners like Jobstreet to expand the SkillsFuture movement and promote skills-first hiring practices,” said Tan Kok Yam, Chief Executive of SkillsFuture Singapore.

The partnership between MOM, SSG, and Jobstreet underscores Singapore’s commitment to strengthening workforce resilience, fostering career development, and driving a more dynamic and inclusive labour market.
